for the purchase of a Horizontal Directional Drilling [HDD] machine, Horizontal Directional Drilling [HDD] machine transport system, electronic tracking system, drill fluid mixing and transport system and vacuum excavation system meeting the following requirements and specifications at which time and place the proposal will be publicly opened and read aloud.
