Dan Porta, City Manager

Cartersville is a full-service city owning and operating water, gas, electric and fiber optics utilities for the community. In addition to these utilities, the City is responsible for managing parks and recreation, economic development, planning and zoning, downtown development, solid waste collection, street maintenance, police, fire and other services. The city has a total annual budget of $217,091,535 for Fiscal Year 2023-2024. 

The City of Cartersville was the first City to adopt the city manager/council form of government in the State of Georgia, in 1917. 

The City Manager… 

  • is the CEO of government operation 
  • works directly for the Mayor and City Council who serve as the community’s board of directors 
  • oversees budget development and adoption 
  • oversees personnel decisions 
  • coordinates and implements the city’s strategic and visioning plans 
  • works with the City’s management team to implement policy set out by the Mayor and City Council

The City of Cartersville’s current City Manager is Dan Porta. He was sworn in at the August 27, 2020 Council Meeting, becoming the official City Manager September 1, 2020.

Dan Porta began his career with the City of Cartersville in July 1998 as Finance Director. In his role, he created the Finance Department and oversaw finance, risk management, meter reading and utility billing. In September 2001, he was promoted to Assistant City Manager where he was responsible for creating the Human Resource and Fiber Departments while he continued serving as Finance Director. Prior to joining the City of Cartersville, he spent seven years at the City of Perry, Florida serving as Assistant to City Manager and Finance Director.

Dan has a B.S. in Accounting from University of Houston-Clear Lake and an MPA from Florida State University. He is also a Credentialed Manager through the International City/County Management Association (ICMA). Mr. Porta is actively involved in the ICMA and the Georgia City/County Management Association and served on the board of the Georgia Public Web. He has graduated from the Cartersville-Bartow Chamber of Commerce Leadership Program, ICMA Gettysburg Leadership Institute and the Georgia Academy for Economic Development, and is a Certified Public Pension Trustee through the Georgia Association of Public Pension Trustees.

He is a married father of two sons and has six grandchildren.
