JOB TITLE: Administrative Services Clerk

DEPARTMENT:  Police, City of Cartersville

JOB SUMMARY:  This position performs a wide variety of routine to difficult and confidential clerical duties in support of departmental operations, maintains a variety of departmental records, and provides dispatch support as needed.

MAJOR DUTIES:  

o    Receives, monitors and dispatches radio communications traffic for administrative, investigative personnel, and non-emergency situations.

o    Assumes dispatch duties for Bartow E-911 should the agency experience a failure or an emergency.

o    Provides assistance in conducting background checks on the public, officers, housing authority applicants, and school board applicants.

o    Receives and screens all incoming telephone calls from the public and other public safety agencies; categorizes and prioritizes calls.

o    Maintains a continuous log of incoming telephone and radio calls; logs incoming calls for all participating agencies.

o    Monitors and routes incoming messages from national and state computer networks. enters and removes information as requested into National Crime Information Center (NCIC) and Georgia Crime Information Center (GCIC) networks, including information on missing persons or stolen articles; validates information as required.

o    Enters into computer arrest warrants, missing/wanted persons, vehicles, and articles.

o    Types files and distributes incident, accident, arrest/bookings, parking tickets, and warning tickets.

o    Assists officers by using the GCIC and NCIC computers to run criminal and license histories.

o    Maintains records of arrests, releases, and housed inmates.

o    Processes cash and security bonds on inmates being released.

o    Runs driver’s history reports, criminal history reports

o    Sends all accident reports to the State on a monthly basis.

o    Monitors emergency locates for all utilities.

o    Checks fingerprint cards.

o    Notifies the judge when someone is in jail.

o    Calls relevant wrecker services and utility workers after hours.

o    Provides insurance companies with a copy of all accident reports.

o    Assists the public by providing directions and information.

o    May assist in training other communications officers in NCIC and GCIC network procedures.

o    Issues and reviews new workbooks for administrative services and Police Officers becoming certified on GCIC/NCIC.

o    Coordinates with the Sheriff’s Office and 911 center.

o    Performs other related duties as assigned.

 

KNOWLEDGE REQUIRED BY THE POSITION:

o    Knowledge of applicable federal, state, and local statutes and departmental policies and procedures.

o    Knowledge of the regulations and procedures of state and national crime information centers.

o    Knowledge of the geography and street system of the city.

o    Knowledge of the radio codes used in public safety work.

o    Knowledge of dispatching procedures.

o    Skill in the operation of radio/communications equipment.

o    Skill in the operation of computers.

o    Skill in dealing with the public.

o    Skill in maintaining records and preparing reports.

o    Skill in making decisions accurately and rapidly.

o    Skill in oral and written communication.

 

SUPERVISORY CONTROLS:  The Administrative Services Supervisor assigns work in terms of general instructions.  Completed work is spot-checked for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:  Guidelines include federal and state laws, city ordinances, state and national crime information center procedures, and departmental standard operating procedures.  These guidelines are generally clear and specific, but require some interpretation in application.

COMPLEXITY:  The work consists of related technical dispatching duties.  The need to respond quickly and effectively to situations contributes to the complexity of the work.

SCOPE AND EFFECT:  The purpose of this position is to assist the community and officers.  If emergency calls are received they are to be forwarded to 911 communications.  Successful performance helps ensure the protection of community life and property.

PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, representatives of other public safety agencies, representatives of service and support agencies, and the general public.

PURPOSE OF CONTACTS:  Contacts are typically to exchange information and provide services.

PHYSICAL DEMANDS:  The work is typically performed with the employee sitting at a desk or table.  The employee uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT:  The work is typically performed in an office setting.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None

 

MINIMUM QUALIFICATIONS:

o    Ability to read, write, and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

o    Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/ internship or having had a similar position for one to two years.
