The City of Cartersville is soliciting competitive sealed Proposals from qualified firms for Construction Manager at Risk (CMAR) Preconstruction and Construction Services for the Cartersville Water Pollution Control Plant (WPCP) Expansion to 25 MGD. The project will result in modifications to the Cartersville WPCP to provide additional treatment capacity and other modifications as further described in Section 2 of the Request for Proposals (RFP).

Copies of the RFP documents may be obtained from the Engineer for the project (Hazen and Sawyer, Attn: David Haas at dhaas@hazenandsawyer.com, (678) 244-6724).

A Pre-Proposal Conference is scheduled for 10:00 A.M., local time, on Friday April 12, 2024, at the City of Cartersville WPCP, 102 Walnut Grove Road, Cartersville, Georgia 30120. Attendance at the Pre-Proposal Conference is mandatory. At this meeting, the Owner will offer information about the Project and the procurement process. A site tour will be conducted immediately after the meeting. Proposals will not be accepted from firms unless they are on record as having attended the Pre-Proposal Conference.

Proposals must be returned in a sealed package marked on the outside with the “Proposal Response for Cartersville WPCP Expansion to 25 MGD Enclosed” and “Company Name”. Proposals will be received by the City of Cartersville at the City Manager’s office, 1 N. Erwin Street, Cartersville, Georgia 30120 until 11:00 A.M., local time, on May 2, 2024. Any proposal received after this date and time will not be accepted. Unsealed Proposals, including facsimile Proposals or Proposals sent by e-mail, will not be considered.

Proposals will be publicly opened and only the names of submitting firms will be read aloud at 11:15 A.M. in the City Council Chambers, Cartersville, City Hall, 10 N. Public Square, Cartersville, Georgia 30120. Proposals are legal and binding upon the bidder when submitted. Proposal opening time is subject to extension pursuant to O.C.G.A. Section 36-91-20(d).

All interested parties are required to submit one (1) unbound original Proposal, six (6) bound copies, and one (1) electronic copy in PDF format (single .PDF file that is bookmarked) on a jump drive, all without Fee Schedule. One (1) original Fee Schedule shall be submitted in a separate sealed envelope marked on the outside with “Fee Schedule for Cartersville WPCP Expansion to 25 MGD Enclosed” and “Company Name”.

Questions regarding this RFP should be directed to the Engineer (Attn: David Haas at dhaas@hazenandsawyer.com) no later than 4:00 P.M. local time, on Thursday, April 18, 2024. Questions, if answered, will be addressed by addendum to this RFP. Receipt of any amendment to this RFP shall be acknowledged, in writing, and shall be submitted with the Proposal.

The successful firm will be required to meet insurance requirements as stated in the RFP. The Insurance Company should be authorized to do business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating of A-5 or higher.

The written RFP documents supersede any verbal or written prior communications between the parties.

Selection criteria are outlined in Section 4 of the RFP.

The City of Cartersville will be in no way liable for any costs incurred by any Proposer in the preparation of its Proposal in response to this RFP. The City of Cartersville reserves the right to reject any or all proposals, to waive technicalities, and to make an award deemed in its best interest.
