Utility Service Worker/Utility Billing
JOB TITLE: Utility Service Worker/Utility Billing
DEPARTMENT: Customer Service, City of Cartersville
HOURLY RATE: $19.20/hourly
JOB SUMMARY: This hybrid position is responsible for being in the field gathering meter data, connection/disconnection of utilities (electric, gas, and water), being on-call and also back up on-call which runs consecutively, and coordinating and processing utility billing.
MAJOR DUTIES:
- Collects metering data in the field (electric, gas, and water readings)
- Connects/disconnects services as directed
- Prepares utility bills for customers, generates and reviews reports to search for billing errors (high/low consumption or calculation errors)
- Runs various reports for departments after each billing cycle
- Processes meter changes, and other similar billing activities as required
- Download/upload hand-held device data into billing system
- Receives and responds to staff and customer queries on billings, meter readings, and other customer services issues
- Creates and reviews reports to troubleshoot and resolve billing/meter reading issues
- Transmits billing files to third party processor (Arista) on a timely basis for printing/mailing bills to customers each billing cycle
- Interpret and apply policies, procedures, standards, and requirements related to assigned responsibilities
- Plan, organize, coordinate, and prioritize assigned tasks to meet deadlines
- Performs other related duties as assigned
KNOWLEDGE REQUIRED BY THE POSITION:
- Knowledge of City and departmental policies and procedures pertaining to the connection and disconnection of utilities
- Knowledge of the locations of City streets and meters
- Knowledge of City and departmental policies and procedures
- Knowledge of modern office practices and procedures
- Knowledge of proper customer care practices
- Knowledge of generally accepted accounting principles and internal controls
- Knowledge of residential electrical and gas codes and standards
- Knowledge of relevant state and federal laws
- Knowledge of computerized systems for maintaining records
- Skill in the use of various meter reading equipment
- Skill in the use of various hand tools
- Skill in maintaining accurate records and preparing reports
- Skill in performing basic mathematical calculations
- Skill in interpersonal relations
- Skill in oral and written communication
MINIMUM QUALIFICATIONS:
- Ability to walk several miles a day in extreme temperatures
- Ability to bend, squat, stoop, or twist repetitively
- Ability to read, write, and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years
- Proficient in enterprise accounting/billing systems; strong Microsoft Office skills
- Possession of or ability to readily obtain a valid driver’s license by the State of Georgia for the type of vehicle or equipment operated
