JOB TITLE: City Engineer
DEPARTMENT: Public Works, City of Cartersville
Annual Salary: $99,586-$109,925
JOB SUMMARY: Provide engineering support for City of Cartersville regarding all highway/road, general development, floodplain management, hydrology, erosion control, mapping, and zoning/planning projects.
MAJOR DUTIES:
- Provide engineering and project management services for road, building/facilities, floodplain management, development and hydrology construction projects and certain grant applications, including supervision of consultants and Construction contractors.
- Review development plans regarding streets, stormwater management infrastructure, floodplain, general site design and erosion and sediment control for compliance with local/state/federal regulations and city standards.
- Attend plan review meetings.
- Design storm drainage systems and road improvement projects.
- Review zoning applications for compliance with state/federal regulations, city standards, and Public Works Department concerns.
- Provide project engineer support for Public Works projects.
- Conduct cost analysis/estimates for Public Works projects performed throughout the city.
- Attend Planning Commission and Board of Zoning meetings to address concerns regarding infrastructure impact.
- Coordinate/manage special projects as assigned and directed by the Public Works Director and the City Manager.
- Fulfill the role of local floodplain manager.
- Serve on Metropolitan Planning Organization.
- Manage stormwater program and oversee the City MS4 permit.
- Perform other related duties as assigned.
KNOWLEDGE/SKILLS REQUIRED BY THE POSITION:
- Knowledge of the techniques, equipment, and supplies used in public works engineering projects
- Knowledge of the principles and theories of civil engineering with a particular focus on hydrology, floodplain, traffic, erosion and sediment control and general development issues.
- Knowledge of Public Works departmental and safety policies and procedures.
- Knowledge of federal, state, and local laws relating to Public Works departmental operations.
- Knowledge of the geography of the city, including road and street names and locations.
- Knowledge of city policies and procedures, including purchasing and budgeting procedures.
- Knowledge of roadway, subdivision, commercial/industrial site design and construction methods.
- Knowledge of the principles and theories of land surveying.
- Knowledge of Global Information Systems.
- Excellent leadership skills.
- Ability to develop and deliver public presentations.
- Ability to develop and interpret blueprints, plans, schematics, and specifications.
- Ability to perform mathematical calculations and apply standard engineering techniques necessary in the design of public works projects.
- Ability to work with GIS mapping software, CADD, and other engineering software.
- Excellent interpersonal communications skills.
SUPERVISORY CONTROLS: The Director assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES: Guidelines include relevant state and federal laws, city ordinances, and departmental rules and regulations. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied planning, administrative, and supervisory duties. The multitude and variety of tasks to be completed and its technical nature contribute to the complexity of the work.
SCOPE AND EFFECT: The job has recurring work situations involving high degrees of discretion. The need for accuracy and effective utilization of accepted programs and routines is high.
PERSONAL CONTACTS: Contacts are typically with co‑workers, other city employees, elected officials, contractors, and the general public.
PURPOSE OF CONTACTS: Contacts are typically to exchange information, motivate personnel, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting, standing, walking, bending, crouching, or stooping.
WORK ENVIRONMENT: The work is performed in an office and outdoors, where the employee is exposed to machinery with moving parts. The work may require the use of protective devices such as masks, goggles, or gloves.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has responsibility for supervising/directing the Public Works Department in the absence of the Director of Public Works with direct responsibility for direction of all Public Works consultants and outside contractors.
MINIMUM QUALIFICATIONS:
- B.S., Civil Engineering or equivalent civil engineering experience with a government public works organization and/or engineering consulting firm.
- Minimum of five (5) years’ experience in an engineering position with a government public works organization and/or engineering consulting firm
- Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
- Certification as a Professional Engineer in the State of Georgia.
- Certification as a GSWCC Level II Design/Reviewer or ability to obtain certification within 6 months of employment.
- Certified Floodplain Manager (CFM) certification is preferred.
