Finance Department is responsible for the financial operations of the City. This department advises the City Manager, Mayor, and City Council on budgetary, financial, and accounting matters. Budget and annual financial report documents are available to the public in the Finance Office.
History In 1996, the City Council established the office of Finance Director.
Mission The mission of the Finance Department is to build and reinforce confidence in City financial management by managing and planning all financial functions in an efficient, cost effective, and responsible manner. Through a collaboration of team efforts, we are able to provide departments and the public with the necessary information to assure accuracy, accountability, and justification.
The Finance Department insures that the appropriate finance and auditing controls within the City are properly maintained, and is responsible for overseeing departmental appropriations. This includes recording all City expenditures and assuring that departments operate within their annual appropriations. The Finance Department audits all City departments and reports the financial status on an annual basis.
Accounts Payable processes invoices to private persons or organizations for goods and services received by the city.
General Accounting General Accounting reviews all transactions to ensure they are in compliance with City budget guidelines. Presents fairly the financial position and results of financial operations of the funds of the City in conformity with general accepted accounting principles.
Meter Reading Meter Reading reads accurately and timely over 30,400 electric, gas, and water meters for the City's utility departments.
Utility Billing processes over 15,200 utility bills monthly to our Electric, Water and Sewer, and Refuse customers.
Customer Service is conveniently located on the first floor of City Hall. They are responsible for assisting customers with billing questions, payments, and collections of delinquent accounts for electric, gas, water, refuse, fiber services and storm water utilities, along with opening accounts for new utility services. Customer Service is fully staffed Monday through Friday from 8 a.m. until 5 p.m., excluding major holidays. In an effort to better assist Spanish speaking customers, a full-time bilingual customer service representative is available.
The Municipal Court became a separate department in December 2012, moving out of the Police Department. The Municipal Court is responsible for recording the disposition of all court cases and receiving/posting of all payments on those dispositions.
