Sam Grove - City Manager
Cartersville is a full service city, owning and operating water, gas, electric and fiber optics utilities for the community. In addition to these utilities, the City is responsible for managing parks and recreation, economic development, planning and zoning, downtown development, solid waste collection, street maintenance, police, fire and other services. The city has a total annual budget of $145,616,280 Fiscal Year 2015-2016.

The City of Cartersville was the first City to adopt the city manager/council form of government in the State of Georgia, in 1917.

The City Manager…
  • is the CEO of government operation
  • works directly for the Mayor and City Council who serve as the community’s board of directors
  • oversees budget development and adoption
  • oversees personnel decisions
  • coordinates and implements the city’s strategic and visioning plans
  • works with the City’s management team to implement policy set out by the Mayor and City Council

The City of Cartersville’s current City Manager is Sam Grove. He has held for this position since 1996. Previous to employment with the City of Cartersville, Sam worked as City Administrator of Branson, Missouri, held key staff positions with the City of Wichita Falls, Texas and worked with Volunteers in Service to America (VISTA) in Minneapolis, Minnesota. Sam holds a BSPA and an MPA from Indiana University and is an ICMA Credentialed Manager.
